Contrary to what Bethesda has said in the past about not placing any sort of harsh DRM schemes into Fallout 3, it would appear that Bethesda has gone back on their word and incorporated SecuROM into the PC version of Fallout 3.  Take a look at this quote from Pete Hines, vice president of public relations at Bethesda a few months before the release of Fallout 3,

 (Fallout 3 will be) pretty similar to what we did for Oblivion, which was -- we basically don't do any -- we do the mildest form possible. I actually don't know if I even want to get into what it is that we exactly do, but we try to be really noninvasive when it comes to that stuff.

If you venture over to the Bethesda Fallout 3 forums, you will find countless people who've had a host of issues with SecuROM ranging from not being able to load the disk to SecuROM detecting installed "piracy" programs such as Nero, requiring the user to clean their computer and registry of these programs just to load the installer.

I advise anyone thinking of purchasing the PC version of Fallout 3 to either get the console version or hold off until this issue is resolved.
